Rural development and arrangement problem is one of the most complex themes of the contemporary world, because, in essence, means achieving a balance between preservation requirement of rural economic countryside, environmental and socio-cultural of the country, on the one side, and trend of modernization of rural life, on the other side. At the same time, rural development and arrangement is at the confluence of the urban expansion trend, the industry due to aggressive development of the countryside and the requirement to maintain as far as possible areas to its current size.Item Economic aspects of risks of occupational accidents and diseases(IEFS, 2011) Toma, LucianThe literature says that the occupational safety is that state of the working system where there is no possibility that occupational accidents and diseases should occur. Considering the specific features of the component elements there are no such full safe working systems for men because there is always a hazard of occupational accidents and diseases. Generally speaking, all the component parts of the system, together with the relations built among them have been conceived, designed and produced so that there is no possible occurrence of occupational accidents and /or diseases; never the less, the carrying out of the working process shall wear out these component parts. In addition, no matter how well the performer may be selected, his behavior cannot be taken into consideration because it depends on the variables of his momentary state of mind.Item Научно-технологический сектор и инновационная модель экономического роста (на примере стран-членов ОЧЭС)(IEFS, 2011) Кавуненко, Л. Подход стимулирует к дальнейшей дискуссии о наборе показателей, свидетельствующих о наличии в научно-технологическом секторе потенциала, необходимого для включения этого сектора в модель экономического роста, основанную на инновационной концепции.Item Conceptul modelului econometric al economiei naționale a Republicii Moldova(IEFS, 2011) Toaca, ZinoviaThe elaboration of the econometric model is an iterative process that includes several steps. The model that is used to analyze and forecast the main macroeconomic indicators of the economy of the Republic of Moldova is a system of simultaneous equations; there the endogenous factors in some regression of the model can serve as exogenous factors. This leads to failure of basic assumptions of LS estimation method of each regression in part and that leads to inefficient, inconsistent and biased estimators. In the article is presented a general scheme of the macroeconometric model of the national economy and the methods that is used to overcome problems of estimating the model’s regression. The process of research simplifies, if the model is divided into blocks of simultaneous equations and blocks with recursive equations.Item Unele direcţii de investigaţie în contabilitate(IEFS, 2011) Tuhari, T.Science of accounting generalizes practice and at the same time improves it. The accounting reform in the Republic of Moldova has provided opportunities for new scientific research in the field of accounting theory and practice.Item O problemă economică și socială – captarea și stocarea bioxidului de carbon(IEFS, 2011) Rotea, OanaCarbon capture and storage (CCS) is an emerging technology, appeared as a solution to limit harmful emissions released by burning fossil fuels. Supporters say the idea that this process will stop the spread of pollutants in the atmosphere preventing air pollution. One of the proposed methods of CO2 capture and storage is carried out the following form: methane gas produced from offshore platforms is brought by pipeline to refineries. The refinery is isolating hydrogen and carbon dioxide. CO2 is separated by a membrane and sent back to offshore pipeline. It provides the reasons of low land productivity in agriculture and gives a factor analysis of changes in gross yield of grains. En ce sens cet article vient de souligner les principales méthodes économetriques qui sont utilisés pour determiner les indicateurs démographiques.Item Provocările crizei actuale asupra pieţei forţei de muncă în regiunile de dezvoltare ale României(IEFS, 2011) Balan, MarianaLes effets de la crise financière, continue à se faire sentir dans l'économie mondiale. Même si le point minimum de cette crise semble avoir été atteint, il est probable que la reprise pourrait être plus longue, généralement caractérisés par une croissance économique inférieure à son potentiel et une diminution progressive du taux de chômage, au cours de plusieurs années. En Roumanie, le secteur privé s’est ajusté naturellement à cause de la contraction économique. En conséquence, le gouvernement roumain a adopté une série de mesures visant à maintenir/créer des emplois. Pour le secteur public, ont été adopté une série des mesures visant à réduire les salaires des employés de l’administration publique, mais la solution adoptée par les autorités pour réduire les revenues des employés du secteur public de 25% depuis Juin 2010, peut être considérée comme une mesure provisoire dont l'objectif est de réduire le nombre d'employés. Dans ce contexte, la combinaison des politiques économiques destinées à atténuer la crise économique et financière devra prendre en compte les particularités de l'économie roumaine. Le papier présente certains des défis de la crise actuelle sur le marché du travail en Roumanie et son analyse en 2010 dans les régions de développement de la Roumanie.Item Evolution of stakeholder issues along the lifecycle in hi-tech markets(IEFS, 2011) Sanchez, Larisa; Koplyay, Tamas; Lloyd, DougStakeholders can make or break a company. They serve as an important signaling device to the market, investors and the general public about the long term prospects of the firm. They can help chart the future, rescue the present or condemn the past. Stakeholders are part of the corporate family, but more as adoptive relatives than genetic relations. As an asset not indicated on the balance sheet, stakeholder relationships need to be properly managed to provide the best outcome for the firm wherever it is in its market lifecycle. The interactions with, and between, stakeholders changes markedly depending on where the firm is in its market evolution or penetration. Young firms benefit from their stakeholders in a much different fashion than mature ones, and firms with dominant market share rely on their stakeholders for reasons far removed from fledgling firms trying to gain market traction. Thus, we can say that market environment dictates the profile of this stakeholder ecosystem, and the ecosystem dictates the profile of the marketplace. The relationship is mutually beneficial, or mutually destructive, and proper management is the only way to shift the latter to the former. Globalisation has driven an increased complexity of stakeholder involvement and impacts, including an intensification of conflict, scrutiny, and regulation. The necessary attentions paid to the adaptation of insurance of insurance business to the market economic relations through the perfections of low system of insurance market of Republic of Moldova.Item Incluziunea copiilor cu cerinţe educaţionale speciale – dimensiune importantă a politicilor sociale din R. Moldova(IEFS, 2011) Dilion, Marcela; Cara, AngelaThe problem of social inclusion of the children with special educative requirements becomes more and more actual in social policies promotion in the Republic of Moldova. In this article there’s a distinction between the concepts of „social integration” and „social inclusion” that reveals that social inclusion involves a set of multidimensional actions in different spheres (justice, social protection, health, education etc.) addressed to socially marginalized persons for the creation and development of opportunities for ensuring the life quality index equivalent to that of the community they live in. In order to highlight the aspects that negatively affect social inclusion of the children with special educative requirements from the Republic of Moldova there were fulfilled 25 semi structural interviews with the chiefs of the General Departments of Education, Youth and Sport. The results of the qualitative research reflect that at present there’s a lack of legal frame in social inclusion area, while the educational system is underdeveloped; it’s more often applied to the residential forms of protection the children with special educative requirements and that creates serious impediments in social inclusion of them.Item Perfecţionarea instrumentelor de politică bugetar-fiscală(IEFS, 2011) Manole, TatianaÎn acest articol autorul analizează interacţiunea dintre politica fiscală şi politica monetar-creditară. Cheltuielile publice ca instrument de politică bugetară pot influenţa venitul naţional. Deoarece cheltuielile publice constituie o componentă a cheltuielilor agregate, creşterea lor înseamnă că la un nivel dat al venitului cheltuielile planificate cresc. Creşterea cheltuielilor publice duce la o creştere mai mare a venitului, adică: ΔY>ΔG. Politica bugetar-fiscală are un efect multiplicativ asupra venitului. Deoarece creşterea cheltuielilor publice măreşte venitul, acesta, la rândul său, măreşte consumul, ceea ce duce la mărirea venitului care contribuie la mărirea de mai departe a consumului ş.a.m.d. This article describes the most important elements taken into account when making an investment and same time the role of each of them in determining country’s attractiveness for the capital holders. Thus this paper presents the interdependence between risk, time, and cost – as components studied by investors before making a capital placement into a certain country or region.Item Pro si contra intreprinderilor de stat(IEFS, 2011) Rinja, StelaThis article has the aim to reveal the major theoretical and empirical findings relating to SOEs, with focus on the debate “for or against SOEs”. We will go through the pervasive informational asymmetries and “bounded rationality” necessitate “hierarchical” arrangements rather than “contractual” arrangements. Also discuss the Sappington-Stiglitz Fundamental Privatization Theorem which shows that the performance of private sector firms is superior to that of SOEs only under tight and often unrealistic conditions. In addition, it is important to note that the problems faced by large SOEs and large private sector firms are often very similar. They both come to face the “principal-agent problems”. When discussing the problems of SOEs, many people often implicitly assume that private sector firms are perfectly controlled by their owners, thus assuming away their agency problems. Full-scale privatization is often states as the solution recommended by supporters of today’s economy and it is only one possible way to deal with the problems of SOEs. SOE performance can be improved without any sale of shares but through organizational reform, an increase in competition, and political-administrative reforms. Undoubtedly, many SOEs are inefficient, rigid, and corrupt. However, there is no clear systematic evidence that SOEs are burdens on the economy.Item Impactul motivarii personalului asupra performantei organizatiei(IEFS, 2011) Tofan, TatianaEvery an organization exists and is manifested by the people. Many managers are of the opinion that the success a organizations is the determined by the efforts of its managers and the employees, as well as addressing behavior in terms of motivation is very difficult.Item From crisis management to corporate social responsibility: the case study of EHI(IEFS, 2011) Hallier, BerndFrom the very outset, the EHI Retail Institute had to deal with crisis management. The roots of the EHI go back to 1951 when it was founded by retailers/wholesalers to help solving the distribution disaster in post-war Germany, and since 1957 it faced the challenge to transform ‘Mum and Papa’ service-stores into modern supermarkets. The institute is committed to the idea of Applied Science: its central method is based on the screening of problems along the total supply chain, to create round-tables or focus groups to elicit the reasons for these problems, to structure the input of the operative staff of companies by academic competence, to support solutions by field-studies, to discuss the results first in the workshops of the “round table” and then in public seminars, before, finally, penetrating those ideas via essays of sector-magazines or in special brochures of EHI. EHI follows the inductive way of case-studies, never the deductive approach to International Scientific and Practical Conference survey academic literature to build some enlargement of theory. Nevertheless, EHI’s findings have been quoted often in academic papers as a source of knowledge. Within this paper, the EHI activities with regard to coping with a food scandal are mirrored. Twenty-five years ago, food-scandals like manipulated wine from Austria or, fifteen years ago, the British Cow Disease (BSE), led in retail to heightened operative crisis-management to limit the slowdown of sales in the specific food-sector affected by the occurring problems. Within the total supply chain the players of each level, from agriculture to processing, packaging, wholesale distribution, logistics, and retail accepted their responsibility only in their respective field of competence rather than taking a supply chain wide perspective. The frame of business-operations was benchmarked only by legal demands or business-success/failure. In cases of misbehaviours punishment followed by government or by bankruptcy. The EHI food-security-contributions since the first BSE-scandal in 1994 referred to: aa) Creating in 1994 a round table for the Total Supply Chain of Cows/Beef. ab) Briefing all stakeholders in 1995 on the new concept/philosophy of “responsibility of the total chain”, which obliged every member of the chain to exchange control data with all members of the chain. ac) Establishing in 1996 Orgainvent (www.orgainvent.de) for the facultative tracing and tracking of cows and beef as a counter-action to the second BSE-scandal. By forming this joint venture with 50 percent shares for the agricultural and processing side and 50 percent shares for retail institutionalized tracing and tracking in this sector in Germany. ad) Enforcing the facultative system by contracts accepting financial sanctions of a “sanction committee”. Based on this pioneering work focussing on a system solution and its dialogue with international partners, the EU, later, formed the obligatory EU-tracking and tracing regulations. ba) Confronting in 1995/96 the EHI round table for fruit and vegetables with food-security- problems in agriculture. bb) Transforming the national fruit and vegetable round table to a European one: EUREPGAP, today GlobalGAP (www.globalgap.org), is a proactive measure to create “Good Agricultural Practice” for European Retail Produce. bc) Transforming that round table to a non-profit oriented company in its own right. bd) To penetrate the standards of EUREGAP worldwide to more than 100 countries which is mirrored by the change of the name form EUREPGAP to GlobalGAP. While the case-studies of Orgainvent and GlobalGAP are very sector pecific, EHI is now working on a “roof-brand” for those activities, which are much more complex and interdisciplinary. In 2008, the EHI Retail Institute initiated via its international academic network the European Retail Academy, an environmental virtualportal www.european-retail-academy.org/ERM, to publish in the internet best practice cases of retail in co-operation with its suppliers and to benchmark the activities in an Environmental Flow Chart, which can be used as well for the vertical flow from agriculture up to retail-communication for a live-style of health in sustainability (LOHAS) and horizontally to compare competitors of each level. It is an open and innovative system applying a systematic approach, which is derived from theOrgainvent and GlobalGAP experience. The aim is to place an environmental retail management (ERM-approach) as one potential benchmark to measure Corporate Social Responsibility (CSR) in retail in the future.Item Влияние прямых иностранных инвестиций на экономическое развитие Республики Молдова(IEFS, 2011) Baranov, ElenaForeign investment plays an important role in the successful development of the national economy. Foreign investment is actively encouraged should be used, held, protected by both the state and entrepreneurs to better development of the national economy. We note that the investment is a complex mechanism that can greatly increase the economic potential of the state. Therefore, the success achieved inthis area, largely will determine the successful implementation of socio-economic reforms and economic development in general.
