Институционализм как методология формирования аграрной политики в Украине

Abstract

The article deals with the foundation of the institutional approach and methodology of its implementation in agricultural policy development. The system of instituts and institutions in the agricultural sphere is analysed by the author. The problems of insitutional environment in Ukrainian agrarian sphere are determined: slow adaptation of market institutions and instituts with the terms of the real production system; poor formation of market instituts; the contradiction of the agricultural market regulation system, institutions and instituts with traditional economic relations; lack of an integrated vision of the conceptual framework of institutional development and regulation of agricultural production. Using the methods of institutionalism the basic directions of agrarian policy in Ukraine are collaborated. Among them: reform of the inter-and intra-economic relations; completion of land reform; changes in farm organization; putting agriculture on the innovation-investment model of development; development of agricultural market infrastructure; reform of agricultural exports-imports; the formation of favorable conditions for expanded reproduction and innovative development of agriculture; reform of agricultural management; reform of agricultural science, education and agricultural extension; reforming the institutional framework of rural development, strengthening the role of rural communities
