Atingerea obiectivului Europa 2020 în domeniul CDI – o provocare majoră pentru România în condițiile actuale

Abstract

Increasingly more, national and international experts are convergently pointing to research and innovation as the appropriate answer for overcoming the current crisis. The underfinanced scientific research, due to the economic crisis, could negatively bear on the Romanian economy and society, leading to a deepened crisis as well as to a narrowed range of solutions for sustainable development for Romania. Any crisis management strategy is doomed to failure if the RDI potential contribution to relaunching economic growth is not to taken into consideration. In this context, raising the investment in research up to 2% of GDP until 2020 is, to Romania, a foremost objectiv of the Europe 2020 Agenda and a distinctive challenge. This paper aims to explore the current state of the RDI system and its financing strenghts and weakensses in order to provide coordinates for rethinking the prioritisation of funds allocation and for identifying the most effective solutions for RDI expenditure management. Another objective is to underline the alternatives for raising the absorptive capacity for the European funds allotted to RDI and for intensifying the knowledge transfer between research institutes and industry.
