Item Capitalul uman ı̂n Republica Moldova prin prisma antreprenoriatului(ASEM, INCE, 2024) Novac, AlexandraStudiul investighează rolul capitalului uman în contextul antreprenoriatului din Republica Moldova, evidențiindu-l ca un factor semnificativ în dezvoltarea social-economică a țării. Metodologia de cercetare adoptată în acest studiu îmbină analiza datelor primare și cele secundare, pentru a obține o imagine cuprinzătoare asupra capitalului uman din Republica Moldova. Sunt abordate aspectele teoretice ale capitalului uman în cadrul cercetărilor în antreprenoriat, pentru a demonstra contribuțiile anterioare privind impactul capitalului uman asupra întreprinderilor nou-create, experiența antreprenorială, performanța firmelor, relația dintre capitalul uman și înclinația spre antreprenoriat. Este prezentat cadrul de reglementare privind capitalul uman în Republica Moldova, cu accent pe cele mai importante acte legislative și documente de politici, care vizează aspectele legate de educația antreprenorială. Totodată, se evidențiează aspectele care necesită o reactualizare și o îmbunătățire continuă a cadrului de reglementare existent în acest domeniu. În același timp, este evaluat nivelul de dezvoltare a capitalului uman din Republica Moldova, bazat pe clasamentele internaționale și datele statistice relevante. De asemenea, este elaborată analiza SWOT a capitalului uman, pentru a identifica punctele forte, elementele slabe, oportunitățile și amenințările în acest domeniu. La realizarea acestui studiu, s-a aplicat un chestionar, care a permis analiza provocărilor cu care se confruntă antreprenorii în gestionarea capitalului uman, concentrându-ne pe variațiile întâlnite între mediile de reședință, regiunile de dezvoltare și activitățile economice. Analiza efectuată a permis de a argumenta și elabora propuneri pentru abordarea provocărilor în dezvoltarea capitalului uman, astfel încât să se răspundă nevoilor contemporane ale activității antreprenoriale din țară. The study examines the significance of human capital in the context of entrepreneurship in the Republic of Moldova, highlighting it as a crucial factor in socio-economic development. The research methodology employed in this study combines primary and secondary data analysis to provide a comprehensive understanding of human capital in the Republic of Moldova. The theoretical aspects of human capital in entrepreneurship research are addressed, highlighting previous contributions on the impact of human capital on start-ups, entrepreneurial experience, firm performance, the relationship between human capital and entrepreneurial propensity. The regulatory framework on human capital in the Republic of Moldova is presented, focusing on the most important legislative acts and policy documents related to entrepreneurship education. It emphasises aspects that require continuous updating and improvement of the existing regulatory framework. At the same time, the level of development of human capital in the Republic of Moldova is assessed based on international rankings and relevant statistical data. A SWOT analysis of human capital is also elaborated to identify strengths, weaknesses, opportunities, and threats in this area. The challenges faced by entrepreneurs in terms of human capital are identified through a survey, with a focus on residential environments, development regions, and economic activities. The analysis conducted allowed for the formulation and substantiation of proposals to address the challenges in human capital development, ensuring that the contemporary needs of entrepreneurial activity in the country are met.Item Retrospectiva dezvoltării întreprinderilor mici și mijlocii în Republica Moldova(Artifex, 2022) Tomsa, AureliaSmall and Medium-sized business exists as independent sector of the market economy, providing for the basic needs of the national economy. SMEs is the strategic resource for sustainable socio-economic development of society, which ensures its high level and improves the quality of life of the population. The article examines the development trends of small and medium-sized enterprises in the Republic of Moldova in 2015–2021. The problems of the development of SMEs at the regional and national levels are revealed. An important difference from similar works on this topic is an attempt to prove that throughout the formation of SMEs, it has the same systemic problems. In conclusion, the article proposes measures to develop and support small and medium-sized enterprises.Item Tendințe în dezvoltarea întreprinderilor mici și mijlocii din Republica Moldova în perioada 2015-2020 pe clase de marime: evoluția numărului de întreprinderi și a numărului de salariați(КГУ, 2022) Maier, LidiaSmall and medium-sized enterprises (SMEs) have a significant share in the total number of enterprises and, without a doubt, play a very important role in the social and economic development of the country, contributing substantially to the formation of gross domestic product, job creation, exports stimulation, competition, development and implementation of innovations and new technologies. A well-developed SME sector can contribute to strengthening the entrepreneurial ecosystem, while generating stability and economic growth. A comprehensive analysis of the entrepreneurial ecosystem and the factors that could stimulate it, allows the effective policies for the development of local entrepreneurship to be created. This article presents the analysis of the development of SMEs by size classes and, in particular, the evolution of the number of enterprises and the number of employees. The analysis was performed based on data from the National Bureau of Statistics and includes the period 2015-2020 (for 2015, the data were used, recalculated according to the new methodology, developed by NBS in 2016). As a result of the analysis, it was found that in 2020 the number of SMEs increased slightly, but most of the indicators, which characterize the activity of the sector, decreased, which was to be expected in the crisis situation caused by the Covid Coronavirus pandemic 19.Item Contribuţia IMM-urlor din Republica Moldova, inclusiv pe clase de mărime, la crearea locurilor de muncă în perioada 2015-2021(2023) Maier, LidiaSMEs hold a significant share in the total number of enterprises in the Republic of Moldova, they are, therefore, the main provider of jobs for the population and the main source of income, including for socially vulnerable categories. The government, through its policies, supports the creation and development of SMEs, as well as the creation of new jobs. The comprehensive analysis of the entrepreneurial ecosystem and the factors that could stimulate it, the monitoring of the indicators of the development of the SME sector allows to argue for the design of more effective policies for the development of national entrepreneurship in general, but also to support SMEs to adapt and go through the created economic crisis. The main objective of this paper is to analyze the contribution of the SME sector to the creation and maintenance of jobs. The analysis was carried out based on the data of the National Bureau of Statistics and includes the period 2015-2021 (for the year 2015, the data were used, recalculated according to the new methodology, developed by the NBS in 2016). Following the analysis, it was found that in 2021 the number of employees in SMEs was slightly lower than in 2020, despite the fact that the number of enterprises increased. This decrease is a continuation of the evolution from 2020, when, against the background of the pandemic, the largest decrease in the number of employees was recorded.Item SME’s situation within a DCFTA context through COVID-19 crisis(LUMEN Publishing, 2020) Boldurat, Vladislav; Condriuc, OlgaAnalyzing the negative impacts of the global pandemic (COVID-19) on the R. of Moldova economy, SMEs external trade performed within a DCFTA framework represents one of the most important vectors for keeping the local economy in good health. Once the COVID-19 pandemic struck the world, Republic of Moldova was no exception. The Covid-19 pandemic has caused a series of problems, and those caused by movement restrictions have led to economic bottlenecks for exporting companies which resulted in liquidity and cash flow problems. Bringing our minds back to the Association Agreement and directly to the DCFTA, it is appropriate to estimate it’s preliminary impact on Moldova’s economy. After 5 years of DCFTA creation and implementation, it has been experienced a significant boost of the trade between Moldova and the EU, which resulted in the increase of investments, jobs, wages and goods export growth with 40% (1.5 billion USD). In spite of the positive effect the Free Trade Association Agreement is having on R. of Moldova, still, there are present some issues of healthy competitiveness and increasing production capacity type, key factors for exporting SMEs. With all these being stated, this study aims to identify COVID-19 influence on local SME’s doing business within the EU marketplace. Also, this article presents some analysis of emergency projects established by the local authorities to support SMEs and deliver practical solutions that can bring about change. The methodology used in this research is based on the statistical data that reflect the development of Moldovan exporting enterprises after the entry into force of the Association Agreement and, implicitly, DCFTA; analysis of national legislation and policy documents to support SMEs in the country and foreign trade in the context of the DCFTA.Item Contributia intreprinderilor mici si mijlocii din Republica Moldova pe clase de marime la realizarea principalilor indicatori economici si financiari in perioada 2015-2020(Artifex, 2022) Maier, LidiaIn the context of the negative effects of the Coronavirus pandemic on the economy, SMEs are one of the main vectors of economic recovery. The analysis of the main economic and financial indicators is important because it helps to make estimates for the next period and to implement effective policies both for the development of the sector in general, but also to support SMEs to adapt and go through the created economic crisis. This article presents the analysis of the main economic and financial indicators of SMEs by size classes, including innovative SMEs. The analysis was performed based on data from the National Bureau of Statistics and includes the period 2015-2020. As a result of the analysis, it was found, that in 2020 the economic and financial indicators of SMEs, as expected in the crisis situation, decreased significantly and only SMEs, which have carried out innovation activities have tried to stays afloat, recording a higher turnover than in the previous period 2017-2018.Item Dialogul dintre ÎMM şi organele administraţiei publice în opinia antreprenorilor din Republica Moldova(2011) Aculai, Elena; Clipa, VictoriaItem Inovarea – cea mai mare provocare pentru IMM-urile din Republica Moldova(Artifex, 2020) Maier, LidiaIn order to remain competitive and continue to grow, small and medium-sized enterprises must learn to adapt more quickly to change, to intensify their innovation activity, innovation being the biggest challenge for them. In this paper, the author analyzed the innovation activity of SMEs based on existing statistical data for the years 2017-2018, as well compared to the period 2015-2016. As a result, it was found that the innovation activity of SMEs in the Republic of Moldova remains more than modest. Compared to the previous period 2015-2016, the number of innovative SMEs has decreased significantly. In this context, it is necessary to adopt a more strategic approach of innovation, in all its aspects, to remove obstacles, to set incentives for SMEs innovation activities, which would ultimately help to create an innovation-friendly environment and would contribute to the significant improvement of the results generated by innovation.Item Politica de dezvoltare a IMM-urilor: susținerea educației antreprenoriale a tinerilor din Republica Moldova(Artifex, 2020) Novac, Alexandra; Maier, LidiaEntrepreneurship education of young people is one of the priorities of policies around the world, being an engine of progress, and the European Commission recognizes entrepreneurship education and skills acquisition as a tool that can help young people become more entrepreneurial, develop their spirit of initiative, to acquire skills and entrepreneurial behavior. At the same time, entrepreneurship education supports young people to gain the ability to better identify and exploit the opportunities, to put ideas into practice, to plan and manage projects in order to achieve clearly set goals. In this paper, the authors review the efforts of the Republic of Moldova regarding entrepreneurship education and entrepreneurial skills acquisition, taking into account the state policies, in which entrepreneurship education for young people is carried out, the programs to support the involvement of young people in entrepreneurship. Also the paper presents the results of the evaluation of the entrepreneurial education level of youngpeople in the educational institutions, obtained by the method of questioning with the participation of the authors. The results and conclusions of theevaluation can be useful for employees of public administration bodies andagencies, which regulate or are involved in the process of entrepreneurshipeducation and entrepreneurship skills acquisition.Item Analysis and barriers to the SMEs development in the Republic of Moldova(2016) Aculai, ElenaThe sector of small and medium-sized enterprises (SMEs) has a significant impact on major economic and social processes in the Republic of Moldova. The main elements of the contribution made by SMEs in the economic development of the country, in particular: their impact on the structure of the economy, employment, value creation, investment attraction are calculated and analyzed in this article, based on statistical data. In addition, the main barriers faced by Moldovan enterprises in recent years were identified based on the results of interviews conducted with the participation of the author. Analysis of the main elements of contribution, along with the identification of the main barriers faced by businesses allows more rationale to develop and implement the policy of entrepreneurship development in the country.
