Item Tendinţele de bază ale dezvoltării sectorului IMM-urilor în Republica Moldova prin prisma activităţilor economice(USEM, 2015) Novac, Alexandra; Ghitiu, LiliaSectorul IMM-urilor din Republica Moldova contribuie multilateral la dezvoltarea economică a ţării. Principalele avantaje ale întreprinderilor mici şi mijlocii au fost investigate pe deplin şi confirmate de practica activităţilor economice a ţărilor cu economie de piaţă şi constau în următoarele: un nivel înalt de flexibilitate, iniţiativă, dinamism; susceptibilitate înaltă la tehnologii noi şi originale, inovaţii; lipsa birocraţiei şi a formalismului în organizarea activităţii întreprinderii; o capacitate mai mare pentru a asigura diversificarea produselor şi serviciilor, în conformitate cu cererea; produsele IMM-urilor, într-o măsură mai mare, corespund tendinţelor moderne de individualizare a cererii. Dat fiind faptul, că structura sectorului economic de afaceri din Republica Moldova este bazată preponderent pe IMMuri, rolul acestuia în dezvoltarea sectoarelor economice necesită o atenţie deosebită. În lucrare au fost identificate tendinţele de bază în dezvoltarea IMM-urilor în a.2008-2014, inclusiv analizată dezvoltarea sectorului IMM din punctul de vedere al dimensiunii întreprinderilor (micro, mici şi mijlocii) şi sectoarelor economice.Item Государственная поддержка неплатежеспособных предприятий: предоставление 2-го шанса(Белорусский национальный технический университет, 2019) Novac, Alexandra; Aculai, Elena; Maier, LidiaПоддержка предприятий, оказавшихся в состоянии неплатежеспособности или даже банкротства, важна не только для отдельных экономических агентов, но и для национальной экономики в целом, поскольку закрытие бизнеса приводят к потере рабочих мест, ухудшению финансовых возможностей государственного бюджета, снижению конкуренции на рынке и другим негативным последствиям. Например, в Республике Молдова в 2017 г. почти 8000 предприятий объявили о своей несостоятельности, то есть, о невозможности в установленный срок выполнить свои финансовые (включая налоговые) обязательства. Учитывая среднее количество сотрудников, работающих на одном предприятии, их закрытие может привести к ликвидации более 77 000 рабочих мест. В этом контексте очень важно, чтобы государство предлагало определенные формы поддержки экономическим агентам, которые испытывают сложности финансового характера и пытаются их преодолеть, предоставляя им еще один шанс для возобновления деятельности или создания нового бизнеса.Item Tendinţele de dezvoltare a pieţei publicaţiilor tipărite în Republica Moldova(INCE, 2015) Novac, Alexandra; Bordian, ElenaItem State policy on cluster development in the Republic of Moldova: opportunities and obstacles(2015) Novac, Alexandra; Aculai, ElenaEntrepreneurs, researchers, and the government of Moldova have only recently turned their attention to the problems of creating clusters. Clusters are a relatively new phenomenon in the Moldovan economy. By cooperating, sharing existing resources and conducting joint activities, clusters have contributed a great deal to enterprise development in the country. The cumulative positive effects of clusters enable small and medium enterprises (SMEs) to overcome some of their problems as well as increase their innovative activity and competitiveness. This paper analyzes the development of the SME sector in the Republic of Moldova, and provides a quantitative assessment of SME s’ contribution and potential. State policy on cluster development in Moldova will be explored, and the factors contributing to the risks and barriers of cluster creation in Moldovan cluster development policy will also be examined. This study compiles analyses of statistical data and international rankings, and the authors’ previous survey results with entrepreneurs.Item Innovation policy in the Republic of Moldova and its impact on business development(2018) Stratan, Alexandru; Novac, Alexandra; Maier, LidiaIn the context of the increasing role of the SMEs sector in the national economy landscape, supporting innovation activity in SMEs is imperative. In this paper our goal is to review the main policy documents on innovation, with reference to the measures aimed at stimulating innovation in SMEs; summarize the characeristics of the innovative SMEs in the Republic of Moldova. Additionally, there has been outlined the constraints faced by the participants of the technology transfer process - enterprises, researchers and intermediary institutions, based on the interviews carried out with the participation of the authors. We also examine the Republic of Moldova position in the international rankings, referring to the innovational development. The article identifies that the innovation activity is still underestimated in the Republic of Moldova, the encouragement of the innovation activity is not systemic, having a fragmentary character, with a low impact on business comunity.Item A doua șansă pentru antreprenori: experiența Uniunii Europene și lecții pentru Republica Moldova(INCE, 2019) Novac, AlexandraActualmente, subiectul susținerii antreprenorilor care au dat faliment și pot beneficia de o a doua șansă se află tot mai mult pe agenda discuțiilor publice și în documentele de politici, mai ales la nivelul statelor Uniunii Europene. Obiectivul acestui articol este de a identifica bunele practici privind îmbunătăţirea posibilităţilor pentru antreprenorii, care se confruntă cu dificultăți financiare, se află în stare de insolvabilitate sau au dat faliment, de a beneficia în mod rapid de o a doua şansă întâlnite în statele europene și la nivelul UE și a distinge lecții utile privind posibilitățile de utilizare a experienței analizate în Republica Moldova. În procesul cercetării au fost utilizate următoarele metode și tehnici: cercetarea de birou, analiza critică şi generalizarea literaturii de specialitate, materialelor analitice; analiza comparativă. Rezultatele cercetării s-au concretizat în identificarea unor propuneri privind posibilităţile de utilizare a experienţei străine de susținere a antreprenorilor din categoria analizată în Republica Moldova1.Item Problemele ÎMM–rezidenţi ai parcurilor ştiinţifico-tehnologice şi incubatorului de inovare al Academiei de Ştiinţe a Moldovei(IEFS, 2011) Novac, AlexandraÎn acest articol autorul a încercat să examineze problemele IMM-urilor, caracterizate printr-o componentă mai accentuată a activităţii inovaţionale, şi anume rezidenţii parcurilor ştiinţifico-tehnologice şi incubatorului de inovare. Cercetare este orientată spre identificarea tipului de ajutor de care au nevoie întreprinderile mici şi mijlocii, precum şi obstacolele întâlnite de acestea în elaborarea inovaţiilor. Conţinutul lucrării se bazeazăpe rezultatele unui sondaj cu antreprenorii din Moldova– rezidenţi ai parcurilor ştiinţifico-tehnologice şi incubatorului deinovare, desfăşurat în lunile iunie-august 2010.Elaborarea anchetei, prelucrarea şi analiza rezultatelor sondajului a fost efectuată de către autor.Item SME support policy in the Republic of Moldova and assessment of its impact on business development(INCE, 2018) Aculai, Elena; Stratan, Alexandru; Novac, AlexandraEstablishment and legal development of small private businesses in the Republic of Moldova became possible only since the 90s at the initial stage of market reforms. Despite the absence of a regulatory framework for business development in this period, the rapid growth in the number of small enterprises has been noted. Although the owners of newly established, privatized and reorganized small enterprises (SE) were lacking in business knowledge, and public administration employees did not have a clear understanding of the role of small and medium enterprises (SMEs)in the economy, however, already in 1992-1994 the basics of entrepreneurship development policy have been laid. Over the last years, state policy aimed at supporting SMEs has been developed considerably in the Republic of Moldova, but the business environment is not favorable enough. The paper presents the multifaceted analysis of the state support policy of SMEs in the Republic of Moldova and the assessment of its impact on the business from different perspectives – government, international ratings and entrepreneurs. The results of the research revealed that, quite a large number of entrepreneurs over the years pointed to deterioration in the business environment conditions; however, the opinions of certain groups of entrepreneurs vary significantly. This means that the government's economic policy does not consider enough the entrepreneurs’ opinion regarding the general business climate changes, as well as the specific problems faced by different groups of entrepreneurs. The research methodology is based on an analysis of statistical data; the legal framework and policy documents; the main international rankings, as well as the results of surveys of different groups of Moldovan entrepreneurs – women, young people, people with disabilities, which were implemented with the participation of the authors in the period 2016-2017.Item Dezvoltarea educaţiei antreprenoriale a tinerilor în cadrul instituţiilor de învăţământ profesional tehnic secundar din Republica Moldova(INCE, 2018) Aculai, Elena; Novac, Alexandra; Deliu, NataliaЕducaţiа antreprenorială este una din direcţiile moderne şi promiţătoare de dezvoltare a sistemului educaţional în ţările europene, inclusiv şi în Republica Moldova. Formarea aptitudinilor antreprenoriale extinde oportunităţile pentru studenţi, în special pentru tineri, în desfăşurarea unei activităţi independente sau crearea propriei micro-afaceri, astfel îmbunătăţind bunăstarea lor, autorealizarea şi calitatea vieţii lor. În cadrul materialului prezentat se analizează procesul de formare antreprenorială în cadrul sistemului de învăţământ profesional tehnic secundar, care se dezvoltă activ în Republica Moldova începând cu anul 2012. În special, sunt evaluate principalele documente de reglementare, juridice şi metodologice, care au stat la baza introducerii cursului de educaţie antreprenorială; este prezentată contribuţia instituţiilor care au asigurat acest proces; a fost analizată prima experienţă de constituire a afacerii şi asigurarea unei activităţi independente pentru absolvenţii instituțiilor de învățământ profesional tehnic secundar. Ca bază a rezultatelor şi concluziilor a servit sondajul absolvenţilor instituţiilor de învăţământ profesional tehnic secundar, care au studiat cursul de educare antreprenorială. Studiul a fost implementat în anii 2016-2017 cu participarea activă a autorilor.Item Identification of hierarchy of agglomerations at regional level and in industrial sector in the Republic of Moldova(2018) Novac, AlexandraClusters represent one of the most efficient economic incentive mechanisms and become an important tool for developing and increasing the enterprises competitiveness, thus improving also the business climate in the region. At the same time, it is one of the most discussed topics at national level, but still remains a topic of discussion. Currently, the cluster development policy in Moldova is still at the initial stage. Although the mechanisms for clusters creation are not clearly defined, and it has not been yet developed a cluster map, reflecting the regions and industrial sectors with cluster potential, about the need to create clusters was mentioned in several strategic documents. The paper aims to perform a hierarchy of agglomerations at the regional level, based on those industries with a high degree of specialization, identified via the „three stars” method. The main results achieved following the investigations consist in carrying out the agglomerations hierarchy at regional level, its description and graphic representation. The research methodology is based on: a critical analysis and generalization of literature, analytical materials; „three stars" method for the agglomerations identification; mapping method. The basis of this paper is constituted of final results of a study under the project for the young researchers „Analysis of the potential of clusterization in the Republic of Moldova in the industrial sector” (code 16.80012.08.15A).
