Bazele teoretice privind echilibrul bugetar şi conceptele moderne de programare a lui

Materialul prezentat este pregătit în baza analizei comparative a diferitor teorii şi modele de echilibrare a bugetului naţional public. Sunt întreprinse încercări de a sintetiza diferite metode, tehnici şi procedee calitative folosite în activitatea financiară pentru echilibrarea bugetului. Au fost sistematizate diferite poziţii a autorilor, şcoli şi direcţii conceptuale în ştiinţa europeană a bazelor metodologice consacrate problemei echilibrului. Sunt delimitate unele teorii cu impact în investigaţiile ştiinţifice a problemelor echilibrului bugetar în anumite etape a evoluţiei dezvoltării moderne.

Obiectivul articolului dat este analiza diferitor conceptii, tehnici si procedee aplicate in diferite perioade de timp de diferite tari cu scopul echilibrarii bugetului de stat. Sunt analizate partile pozitive si deficientele la nivel legislativ a diferitor conceptii privind echilibru bugetar si in rezultat sunt elaborate o serie de masuri care au scopul de a echilibra bugetul Republicii Moldova.

The article analyzes different aspects of change and monetary policy role of central banks and the entire banking system to stabilize the inflation in different countries as creating conditions for economic growth. As a crucial tool isrecommended new approaches for targeting inflation by this according to which it generated a certain tolerance toachieve innovations in monetary and credit policy.
Financial stability of the Republic of Moldova estimated through monetary indicators

Financial stability is important for any economy regardless of its degree of development, because with the help of financial institutions main activities can be carried out for all economic sectors. So, the crisis of the financial system can lead to economic bottlenecks, direct losses, and respectively to lower economic growth and recession. In this paper the authors analyze the key points related to estimation of financial stability of RM through the monetary indicators.

În articolul dat se evidenţiază cauzele de ordin politic, instituţional şi social a existenţei deficitelor actuale în creştere. Însă mai înainte de toate se va prezenta teoria uniformizării fiscale şi modalităţile de aplicare a acesteia. Actualitatea echilibrului bugetar este ca niciodată evidentă în perioada actuală de aceea este deosebit de important de a evidenţia factorii care împiedică realizarea acestuia şi care duc la înregistrarea deficitului. Mai jos vor fi prezentate doar unele aspecte de ordin politic, instituţional şi social care contribuie la creşterea deficitelor.

Principles and approaches applied in the development of open innovation mechanisms

Actuality. Open innovation is a new concept, which appeared to change the development approach of new ideas and technologies. At present, the problem of open innovation is not actively discussed in the scientific community of the Republic of Moldova and the research of open innovation paradigms in the writings of researchers it is not conducted. Methods of researches: logic and comparative methods of analysis is used in this paper. The aim of research is to highlight the most actual questions in the field of open innovation research; and the possibility of transition to the principles of open innovation in particular sectors of Moldova’s economy. Results: Are theoretical and practical of this study that allows developing a series of proposals for "openness" of innovations in Moldovan companies

This article addresses the evolution of theories concerning budgetary balance and its modern programming methods, which refers both the preparation of any balanced budgets and to maintain balance in the period of budget execution. Also, here is analyzed and the possibility ensure the budgetary balance by establishing a budget reserve fund and implicitly by increasing the tax revenues.
