Совершенствование политики поддержки малых и средних предприятий в Республике Молдова

Abstract

Книга посвящена анализу деятельности малых и средних предприятий (МСП) и механизмов их поддержки в Республике Молдова с целью совершенствования государственной политики развития бизнеса. Работа базируется на исследовании теоретических вопросов МСП: систематизированы главные характеристики указанной группы предприятий, развита и конкретизирована идея о наличии в Р.Молдова предпринимателей «поневоле», представлен типовой «портрет» мелкого молдавского предпринимателя. В книге подробно изложены модели управления МСП в отдельных европейских странах, обобщены основные направления в политике поддержки МСП на уровне ЕС; выявлены особенности становления и развития малого предпринимательства в странах, формирующих рыночную экономику. На основе анализа сектора МСП в Республике Молдова дана оценка потенциала и результатов их деятельности, выявлены основные проблемы молдавского бизнеса и проведен анализ диалога МСП и органов публичного управления. Изложена эволюция политики управления сектором МСП в Р.Молдова: проанализировано развитие законодательства, рассмотрены тенденции в разработке государственных стратегий и программ, представлено изменение институциональной базы поддержки бизнеса. Учитывая молдавские реалии и современные европейские тенденции, обоснован концептуальный подход и приоритетные направления государственной поддержки сектора МСП в условиях ограниченных финансовых ресурсов. В частности, даны рекомендации для реализации политики создания и развития кластеров; разработаны предложения по укреплению диалога МСП и органов публичного управления; обоснован подход и методические рекомендации по оценке бизнес-среды, проанализированы тенденции ее изменения. Изложенный подход может быть частично использован и в других странах, формирующих рыночные отношения, испытывающих жесткие финансовые ограничения. Книга может представлять интерес для исследователей бизнеса, преподавателей и студентов, предпринимателей, госслужащих и политиков, вовлеченных в разработку и реализацию политики развития МСП.

Cartea este dedicată analizei întreprinderilor mici și mijlocii (IMM) și a mecanismelor de susținere a acestora în Republica Moldova în scopul de a îmbunătăți politica de stat de dezvoltare a afacerilor. Lucrarea se bazează pe cercetarea problemelor teoretice ale IMM-urilor: sunt sistematizate principalele caracteristici ale acestui grup de întreprinderi, este dezvoltată și concretizată ideea existenței antreprenorilor constrânși în Republica Moldova, prezentat portretul model al micului antreprenor moldav.În carte sunt expuse detaliat modelele de management a IMM-urilor în unele țări europene, generalizate principalele direcții în politica de susținere a IMM-urilor la nivelul UE; identificate particularitățile formării și dezvoltării antreprenoriatului mic în țările cu economia emergentă.În baza analizei sectorului IMM din Republica Moldova este efectuată o evaluare a potențialului și rezultatelor activității acestuia, sunt identificate principalele probleme ale afacerilor autohtone și este analizat dialogul dintre IMM-uri și organele administrației publice. Este prezentată evoluția politicii de management a sectorului IMM în R. Moldova; analizată dezvoltarea legislației, examinate tendințele în elaborarea strategiilor și programelor destat, prezentată schimbarea bazei instituționale de susținere a afacerilor. Având în vedere realitățile și tendințele europene actuale, sunt argumentate abordarea conceptuală și direcțiile prioritare ale susținerii de stat a sectorului IMM în condițiile resurselor financiare limitate. În special, sunt elaborate recomandări de consolidare a dialogului dintre IMM-uri și organele administrației publice; argumentate abordarea și recomandările metodice cu privire la evaluarea mediului de afaceri, analizate tendințele de schimbare a acestuia. Abordarea propusă parțial poate fi utilizată și în alte țări cu economia de piață emergentă, care se confruntă cu constrângeri financiare severe. Cartea poate fi de interes pentru cercetătorii în domeniul afacerilor, cadreledidactice și studenți, antreprenori, funcționarii de stat și politicienii, implicați în elaborarea și realizarea politicii de dezvoltare a IMM-urilor.

The book provides the analysis of small and medium-sized enterprises (SMEs) and the mechanisms of their support in the Republic of Moldova in order to improve the public policy for business development. The work is based on the study of theoretical issues of SMEs: the main characteristics of this group of companies has been systematized; the idea of the presence in the Republic of Moldova of so-called ―willy-nilly‖ entrepreneurs has been developed and concretized; the typical ―portrait‖ of small Moldovan entrepreneur has been presented. The book contains the detailed presentment of the SMEs management models in certain European countries, generalization of the main trends in the SMEs support policy at the EU level; also the peculiarities of the formation and development of small entrepreneurship in countries with emerging market economies have been indicated. Based on the analysis of the SME sector in the Republic of Moldova, their potential and performance have been assessed, the main problems of the Moldovan business have been identified and the analysis of a dialogue between SMEs and public authority bodies has been carried out. The evolution of SME sector management policies in the Republic of Moldova has been presented: the development of the legislation has been analyzed, the tendencies in elaboration of public policies and programs have been examined, the change in the institutional framework to support the business has been shown. Given the Moldovan realities and modern European trends, the conceptual approach and priority directions of the state support of the SME sector in the conditions of limited financial resources have been grounded. In particular, recommendations for the implementation of the policy of creation and development of clusters have been given; there have been developed proposals to strengthen a dialogue between SMEs and public authorities; it has been grounded the approach and methodical guidelines for the assessment of the business environment and the trends of its change have been analyzed. The proponed approach can also be partly used in other countries with the emerging market relations, which experience severe financial constraints. The book may be of interest to the researchers of business, teachers and students, entrepreneurs, civil servants and politicians involved in the development and implementation of the SME development policy.
